State reports recovery progress and new grant round (Sept. 25, 2026)

N.C. Commerce reported on Sept. 25, 2026 that it is administering $1.4 billion in federal Renew NC recovery funds for housing, infrastructure and community development in western North Carolina. Commerce said Renew NC has completed 159 single-family homes, has 167 homes under construction and 637 in pre-construction, and that 828 affordable rental units have been approved. The same date, Governor Stein announced a $65 million Helene Local Government Capital Grant Program administered by the Office of State Budget and Management (OSBM), open to local governments, federally recognized tribes and volunteer fire departments for projects in FEMA-designated areas; the application deadline is Nov. 23, 2026, and awards will follow statutory caps per recipient and county.

GCM perspective — practical next steps for local borrowers and partners

Local governments, developers, landlords and recovery partners should monitor Renew NC and OSBM notices for eligibility rules, award timing and application materials before committing to transactions or project schedules. As N.C. Commerce and Governor Stein noted on Sept. 25, 2026, program pace and local impact will depend on project approvals, statutory caps per recipient and grant application outcomes; those conditions may affect award size and timing. Prepare applications and supporting documentation now, confirm FEMA-designated eligibility where required, and coordinate with local planners and finance officers to align projects with the Nov. 23, 2026 application deadline and any subsequent award conditions.
